Zip Zap IT awarded to provide Capital Planning and Investment Control Services to the U.S. Department of Education
WASHINGTON, D.C. - Zip Zap IT, a HUBZone-certified, ISO 9001:2015 and CMMI Level 2 technology company, is pleased to announce that it has been awarded a five-year contract to continue to provide Capital Planning and Investment Control (CPIC) and IT Investment Management services to the U.S. Department of Education’s (ED) Office of Elementary and Secondary Education (OESE).
Under the contract, Zip Zap IT will provide CPIC support for OESE’s major and non-major IT investments, helping the Department manage and evaluate its technology investments throughout the IT investment lifecycle.
OESE administers numerous federal education grant programs that rely on information technology systems for grants management, data collection, reporting, and technical assistance. The Department’s CPIC process supports sound IT investment decisions through the Select, Control, and Evaluate phases of the annual investment management cycle.
Zip Zap IT will provide expertise across the full range of IT capital planning and investment management activities, including business case development and updates, earned value management (EVM) analysis, budget formulation and execution, and development and maintenance of OMB 300 and OMB 53 submissions. The team will also support OESE investments through the Department’s CPIC process and provide project cost, schedule, performance, and risk information to support investment oversight and decision-making.

The contract’s scope includes Contract and Project Administration, Phase-In and Phase-Out Planning, Project Management Support, Bi-Weekly Status Meetings, Business Case Support, and Business Case Updates. Zip Zap IT will support OESE investment teams with monthly, quarterly, and annual investment updates, including OMB 300/53 submissions through the Department’s Folio system.
